Managing a Syrian property from another country is an information problem before it is a scheduling problem. You cannot respond well to a repair, a request for access or a payment question if you do not know who is at the property, what authority they have and which record describes its current condition. Build a small operating plan around those facts. This guide covers the owner's working routine, whether a relative, an occupant or an appointed manager helps locally. It does not establish anyone's legal authority to act in Syria; have an independent Syrian lawyer review any formal appointment or agreement.

Begin with the property as it is today

Write a one-page status sheet with the exact property address, the rooms and shared areas involved, who currently uses the home, and the best route for contacting that person. Add the date of the last reliable observation. A photograph sent months ago is evidence of a moment, not confirmation of the present condition. If the home is empty, note who has keys and when anyone last checked it. If it is occupied, agree a respectful way to report a problem without implying that the owner may enter whenever convenient.

Place the status sheet next to the handover inventory, service information, warranties if any, and a dated list of known defects. Mark every missing item as unknown. The first-year maintenance plan helps turn handover observations into tasks. It should be adapted to the actual building rather than treated as a fixed inspection calendar for Syria.

Name a local contact without giving vague permission

Identify one primary person who can receive a report and one backup. Record a reliable channel for routine messages and a separate route for urgent contact. Ask each person to confirm the tasks they accept: holding a key, arranging a visit, contacting a qualified tradesperson, collecting a document or simply relaying a message. A family member helping informally may have limited time; a paid manager may have a narrow contract. Neither relationship should be assumed to cover everything.

Set decision limits in plain language. For example, the contact may report a leak and seek a quote but must wait for approval before non-urgent work. For a situation that appears unsafe or is actively damaging the property, agree whom they should contact locally and how the owner is notified. The correct response depends on the actual hazard, building and local professionals; a remote owner should not attempt an electrical or structural diagnosis from a video call. If someone needs formal authority to sign, pay or represent the owner, ask a Syrian lawyer to prepare and check the appropriate document. The manager selection questions provide a fuller scope and exit checklist.

Make each update answer a decision

Ask for a dated update with four elements: what was observed, where, by whom, and what decision is requested. A useful leak report might say that staining appeared beside a particular window on a named date, include wide and close photographs, and identify whether anyone observed water entering during rain. It should not declare the cause without inspection. The US EPA's moisture-control guidance treats moisture as a building-system issue involving drainage, walls, roofs, plumbing and maintenance. It is technical US guidance, not a finding about a Syrian home. Its practical lesson here is to preserve observations and involve the right qualified person before choosing a remedy.

Agree a reporting rhythm that matches occupancy and condition, then ask for an update even when there is no new problem. A short note can confirm which agreed checks were actually completed and what could not be seen. A message that says “everything is fine” without a date, route or limitations does not tell you whether an empty property was entered or only viewed from outside. Avoid asking someone to photograph an occupant's private space without permission. Keep images necessary for the decision, named by room and date.

Keep approvals and money in separate tracks

Use one thread for the request, written scope and owner approval, and another record for quote, invoice, payment and completion evidence. Before approving work, ask what was inspected, what will be done, which materials or finishes are included, what remains excluded, and who will check the result. A low initial quote can conceal a broad unknown scope. If work uncovers another problem, request a revised description and cost before the task expands, except where an urgent safety response is needed under a clearly agreed procedure.

Record amounts in their original currency, date and payee. Do not infer a current exchange rate from an old message. Ask for receipts and a running balance if another person holds funds. RICS's residential management code describes transparent records and timely documentation for residential leasehold management in England. It has no Syrian legal force; it provides a useful prompt to ask who can account for each transaction. The purchase-record guide shows how to keep original evidence linked to a decision.

Design the routine for absence and change

Remote plans often fail when the named helper travels, loses access to a phone or stops doing the job. Test the backup route once: can that person locate the address, contact the occupant or building contact, and find the current instruction without receiving every private document? Keep a separate, restricted index of key holders and sensitive records. Change access when a role ends. Ask the local adviser how to recover keys and documents under the actual arrangement.

Review the status sheet after a repair, a change of occupant, a new agreement or a change of local contact. A quarterly review may suit one owner and be inadequate for another; make the interval a decision based on the property's condition and use. Close tasks only when a dated completion record exists. Carry unresolved questions forward rather than letting them disappear in a chat history.

The result should be modest but reliable: a current picture of the property, clear authority for each person, traceable money and an obvious next action when a report arrives. Distance still limits what the owner can know. A good routine makes those limits visible early enough to ask for evidence or professional help.
